- To establish a framework for building up electronic Government
(e-Government) in order to be in line with e-ASEAN and e-Thailand's
initiatives in the following areas :-
- Public services.
- High quality and standard services to citizen, business
and public sectors.
- Good services through electronic media as Red-tape reduction
toward one stop service, Rapid Response, Rural Coverage, and
Round-the-clock.
- Public administration
:
- Financial management between government and business sectors,
- Electronic procurement toward rapidity, transparency and
fairness,
- Government data and resources management.
- Communication and coordination between government sectors
:
- Intra- and Inter-Ministries.
- Among central, regional and local administrations.
- To set up guideline for reprocessing of
public organization, in terms of administration and services to
comply with framework of building up the e-Government.
- To implement and evaluate e-Government
pilot projects in accordance with specified direction.
- To employ the defined strategic framework
and action plan in implementing projects associated with e-Government
in the following phases.

- Master plan, Action Plan, and Strategic Framework for
implementing the e-Government program.
- Building up e-Government in the following 4 tracks of
electronic services in public agencies :
- Online Information Services : (G2G), (G2C), (G2B)
- Simple Transaction Services : (G2C), (G2B)
- Payment gateway (Electronic Funds Transfer) : (B2G),
(C2G)
- Electronic procurement (G2B).
- Implementation of key pilot projects on electronic services
in public agencies accordingly to the above mentioned tracks.
- Suggestions and practical guidelines for public agencies'
reorganization in order for building up e-Government.
- Standards, guidelines, and manuals for interoperability
for public agencies and electronic services in implementing
the e-Government program.

3. Project
Background and Description
|
Project Background
- E-Government development has been driven since 1994(B.E. 2537)
by the Sub-Committee of Promotion of Utilization of Information
Technology in Public Organization which is under the National
Information Technology Committee . Several measures have been
imposed to support and promote this initiative such as computer
training for mid-level officers (Classification : C5-6), specifying
minimum requirements of IT equipments for government agencies,
CIOs' appointment in public sector, conducting IT Master Plan
of ministries, departments and provinces, etc.
- In 2000(B.E. 2543), ASEAN countries endorsed the e-ASEAN initiative
to promote potential of information technology in order to strengthen
their competitiveness in the world economy. e-Government is one
of the five key areas that ASEAN countries have committed to implement.
On July 3, 2000, the Economic Cabinet considered the issues raised
in e-ASEAN initiative, and envisioned that Thailand must first
work on developing of e-Thailand as priority in order for preparing
readiness for the country and minimize drawbacks in the development
process of IT infrastructure.
- Results of brainstorming session on e-Government and studies
of developed countries' experiences have revealed that strategic
framework must be developed as a clear guiding principle for the
establishment of e-Government which is complying to the country's
facts and conditions.

Project Description
- In order to establish the e-Government, study, survey and analysis
upon related data and contexts must be conducted on both internal
and external factors, as follows:
- Needs of all government agencies' customers; i.e., citizen,
business , and public sectors.
- Study and analysis of present status and readiness of public
sector in various aspects such as electronic services, electronic
procurement, information services, and communications among
agencies.
- Overall viewpoint, environment, operating possibility, and
experiences in e-Government's development on regional and international
levels.
- IT projects affected and associated directly with e-Government's
implementation in order for rendering the establishment of the
e-Government.
Consequently, studies and analysis will provide
useful information to:
- Define scope and strategic goals for e-Government.
- Develop guidelines, framework , and standards for government
agencies to support electronic information services and other
services.
- Propose and encourage all major action plans to set up e-Government
tangibly.
- In the first 2 years, e-Government will be tangibly established
by implementing pilot projects. The following areas of pilot projects
will be proposed, encouraged, and collaborated to create thoroughly
and transparently in public services to citizen and business.
- Online information services of government sectors that public
and business sectors require and be able to utilize information
extensively. The potential pilot projects are
- Online financial information services
(Bank of Thailand).
- Economic and social information services
(Office of the National Economic and Social Development Board).
- Online information for industrial and
investment linkages (Office of the Board of Investment and Ministry
of Industry).
- Tourism information services (Tourism
Authority of Thailand).
- Online/electronic public services of government agencies such
as taxation/fee payment, registration, complaint, etc. The potential
pilot projects are
- Electronic commercial registration affirmation (Department
of Commercial Registration).
- Electronic businesses' financial balance (Ministry of Commerce).
- Electronic identification card (Bureau of Registration Administration,
Department of Local Administration).
- Automatic counter services.
- Online public transportation booking.
- Government sectors' payment gateway to promote electronic commercial
activities. The payment gateway will be established for money
transfer between government and business sectors. Agencies responsible
for monetary/treasury affairs, for example, Revenue department,
Comptroller-General's Department, Office of Auditor of Thailand,
Bank of Thailand, commercial banks and financial institutions,
will be proposed as pilot projects.
- Guidance, Standards, and framework for procurement processes
concerning working methods, flexibility, and conformity with affiliated
agencies. Internet procurement system will succeed with full corporation
from major government sectors such as Office of the Prime Minister,
Bureau of the Budget, Office of Auditor General of Thailand, etc.
The internet procurement project of Office of the Permanent Secretary
the Prime Minister's Office will be proposed as the pilot project.

Change Management Control
|
- Any changes to the project scope must be approved in advance
using the Change Request Form. Once the Change Request Form
is completed, it must be signed off by the Project Sponsor,
Co-Project Sponsors, Project Owner and Project Manager.
- Progress, limitation, and issues must be presented to
be in consideration of the Cabinet and Government Agencies'
Information Technology Promotion Sub-Committee.
- Coordination with government sectors, especially agencies
responsible for policy and IT development, is required by
seminars, public relations, cooperation through agencies'CIO
and CEO constantly to avoid any conflicts or impact on strategic
framework of e-Government.
